November 2015 Minutes






Minutes of the Meeting of the Parish Council held on                                                            Tuesday 17th November 2015 at 8.00 pm in Godmersham & Crundale Village Hall



Present            :     Cllrs Spencer (in the Chair), Grayson, Gee & Fisher



In attendance:     Mr. Eaton, Clerk to the Council


Action by:


1 Apologies for absence


Apologies were received from Cllr Taylor and ABC Cllr Dehnel



2 Declarations of Councillors Interests


Cllr Grayson declared an interest in the Planning application at Bilting Farm Barns


There were no other declarations of Cllrs interests regarding items on the Agenda



3 Minutes of the last Meeting


The Minutes of the Meeting held on 15th September 2015 were approved and signed



4 Matters arising


Cllr Fisher provided an update on the ongoing issues with Call Flow – it was generally hoped that a satisfactory resolution would soon be achieved


The Clerk reported that an email had been received from BHF confirming the Parish Council’s grant application for free defibrillator


The Clerk reported that a salt bag has been ordered from KCC Highways – Cllr Grayson then reported that it had been delivered to him and he kindly agreed to top up the two salt bins


There was a general discussion about the continuing need to update the Bank Mandate. It was agreed that all Cllrs would attend the Bank together on 28th November with all the required documentation


Cllr Gee reported that he had emailed the Clerk a plan of the Village Hall grounds detailing the proposed location of the storage container. The Clerk was asked to progress a planning application in respect of this

5 To discuss matters of public concern


There was a general discussion about the recent meeting with KCC Cllr Wickham and his proposal of a speed sign outside the Village Hall. It was agreed that the Clerk should contact Cllr Wickham thanking him and saying that the proposal was very positively received and to note that the Parish Council would wish to be involved in the siting of the sign



6 To consider Planning & Enforcement Matters


a Planning applications to consider


15/01481 – Bilting Farm Barns – conversion of outbuilding to holiday let accommodation


Cllr Grayson declared an interest in this application and took no part in the discussions


Letter to be sent to ABC supporting the application



b Planning application granted/refused


There were no planning applications granted or refused



c Byway open to all traffic AE429 at Chilham


There were no developments of note – the Public Inquiry was being held at the end of November



7 To consider Finance Matters and Accounts for Payment


The following accounts were approved for payment

There was a general discussion about the Transparency Code. The Clerk reported that he had attended a KALC run training event on 29th Oct and circulated some brief notes regarding the Code. The Clerk also distributed notes of the Transparency Code for smaller authorities published by Dept. for Communities and Local Government which summarised the Code. It was agreed that Cllrs would review this document in readiness for a further discussion at the January meeting. The Clerk also outlined the Transparency Fund which would support smaller authorities comply with the Code. It was agreed to consider making an application to this fund at the next meeting



There was a brief discussion about the internal audit arrangements for the annual accounts and the implications that the Transparency Code may have on public scrutiny of the accounts. It was agreed that the Clerk should contact KALC regarding the availability of Internal Auditors on their lists



10 Date of next meeting


It was agreed that the next Meeting would be held on Tuesday 19th January 2016 at 8.00 pm in Godmersham & Crundale Village Hall
